There is variation in almost any field:
Go to 2 hair stylists...you get 2 different haircuts.
Go to 2 accountants...you get 2 different tax returns.
Go to 2 mechanics...get 2 different things fixed.
Go to 2 different physicians...get 2 different medications for the same problem.
Go to 2 different dentists...get 2 different treatment plans.

People are not things...people have different desires, finances, fears, time limitations. All of that goes into a treatment plan. Perhaps your old dentist wasn't as thorough, perhaps your new dentists has different technology?

Different doesn't mean dishonest.

I think that best way to find a good dentist is by asking around. People will tell you if they trust their dentist or not. Good luck.
References :
Some dentists will fill teeth with small cavities or teeth that look like a cavity may form for prevention to avoid a bigger problem. Some will fill a tooth if it appears on an xray, but not in the mouth. Some fill only cavities that are very apparent. I say prevention is key. And yes I have seen dentists where they will try to rack up any work needing to be done due to low production. I have seen ppl where a filling would be fine and the dentist tells them they need a crown or it has to be pulled and a bridge can be put in later. If you question work to be done you may find why that dentist descided to fill or not fill specific teeth. Hope this helps
References :
all doctors are like that.. my dentist told me that i had an infection in my bloodstream and i needed a root canal.. i didn't have insurance at the time, so i asked how much it would cost to get it pulled, since it was a back tooth?.. he said "oh, you don't want to get it pulled.. that's a risk for problems in the long run.. it's better to pay $1700 for a root canal.."

yeah so, i got the tooth pulled 4 months ago and have had no problems with it at all..

when you go to the dentist and they do an x-ray.. you can see for yourself on the x-ray if there's in fact a cavity.. on the tooth, there will be a black dot, which is the cavity.. if there's already a filling in that tooth, you'll see the silver filling and then a white dot.. (i think it's white)
References :
in nursing and i know how doctors try to nit-pick to get money from you..

i also have too many cavities and fillings.. i've lost count!
